"The companyOur Client is European development company in construction of large warehouse compleses A class. As they enlarge their business in Russia we are looking on their behalf for Technical Director. The positionAccountable for all construction and process engineering activities throughout the organization. Representative activities: - Perform reviews of all relevant permit application, permit documents, prior to submittal for approval to relevant authorities; - Conduct progress review meetings with teams in Moscow to monitor building preparation process, architects works, designers works, technical documents, tenders as general constructors, cost estimations, budgeting & on site execution work follow-thru until the projects completion; Review and verify the completion of engineering documents as reported in the Engineering schedule; - Coordinate with local utilities or other companies for the design of connection points for water, steam, power and drainage; - Review and approve Construction bid tender documentation; resolve questions from bidders for civil, mechanical, electrical and instrumentation works; - Direct Project Managers with construction contract development and execution; - Direct and supervise the construction contractor at site during mobilization; Coordinate, with the Ghelamco Safety Supervisor, regular safety meetings with the contractors; - Conduct progress review meetings with the construction teams on regular basis; - Procure a regular report from the Project Managers on construction progress, number of people on site, safety record, arrival of equipment, and the status of any open issues that affect the construction schedule or cost; - Maintain Project Control documentation such as: project schedule, log book, change orders, quality control and test protocol documents, and as -built drawing filr.The overall purpose of the position is to provide supervision to local engineering, construction and commissioning contractors throughout our projects in Moscow and the regions in Russia. Responsibilities Ensures performance of capital construction for the company and efficient usage of investment resources. In charge of operations on improvement and economic efficiency of design and survey works and construction expenses. Manages the development of long- and short-term plans of capital construction. Takes part in business planning regarding technical equipment and efficiency in defining necessary funding including investor`s needs for construction, designing and purchase of any equipment as well as where required financing sources. Timely conclusion of economic and financial contracts with sub-contractors for design, survey and construction works and agreements with enterprises for purchase of materials and equipment.Supervision of design and construction contractors to fulfill their contract obligations and if necessary impose contract penalties and prevents usage of materials that could increase the construction price or fail to comply with standards and technical conditions. Ensures issuance of all documents needed for development of design and estimate documentation for construction projects. Prepare and get design assignments approved and/or ready for approval by any superior corporate bodies. Assist as required in managing formalization of banking operations on any contracts made with clients and contractors and timely provides all necessary documents on project construction. Monitor timely issuance of design and estimate documentation and other technical documentation for performance of construction works. Compliance with standards of construction and commissioning terms, timely implementation of capital construction assignments. Technical supervision over terms and quality of construction works, their compliance with standards, rules and technical conditions, safety standards, sanitary norms and fire prevention measures"
