Main Purpose of the Job:
#SouthendOnSea Borough Council is seeking an experienced Team Manager & Panel Advisor for the Permanency Team. As the Fostering & Permanency Panel Advisor, youll be the lead expert on permanency and fostering panel matters. Your role involves managing the fostering panel, establishing supportive systems for decision-making processes, and ensuring timely permanence for Children in Care. Collaborating closely with senior management and social work teams, youll develop and maintain relevant management information systems and drive the analysis and reporting of practice/business activities related to permanency and fostering panel. Additionally, youll contribute to policy development, manage user feedback processes, and provide leadership when necessary.

1. Manage and coordinate the Permanency & Fostering Panel, including training, development, and quality assurance of panel members.
2. Lead analysis and reporting on Permanency Panel & Practice, focusing on trends and outcomes for children and young people.
3. Identify areas of improvement in service delivery and professional practice, driving necessary changes to policy and practice.
4. Collate and report management and qualitative information for senior management.
5. Establish systems to support audit processes and analyze data for practice & service development.
6. Lead quality initiatives identified by Senior Managers.
7. Strategically develop processes to monitor permanency planning for children in care.
8. Provide support, training, and advice to social work staff and panel members, ensuring high standards in permanence plans.
9. Coordinate and attend Permanency Panel and Planning Meetings, advising on appropriate outcomes for children.
10. Act as the Expert/Panel Advisor for Southend Fostering Panel.
11. Ensure quality assurance of paperwork for presentation to Fostering and Permanency Panel.
12. Implement decisions of the Agency Decision Maker in a timely manner.
13. Contribute to the training of panel members and provide advice when required.
14. Manage the delivery of Fostering Panel, ensuring effective functioning and quality assurance of panel records.
15. Attend Permanence Planning Meetings, driving the development of permanence plans for children in care.
16. Identify children at risk of drift and delay, bringing concerns to Senior Managers attention.
17. Develop strategies and policies for effective permanency planning and provide progress reports to Senior Management.
