HMRC's Risk and Intelligence Service (RIS) are looking for an individual with the experience and skills to join us as an Analytics Manager. This role is pivotal in harnessing data-driven insights that support HMRC’s strategic objectives, including compliance and fraud prevention.

Compliance Operational Insight & Risking (COIR) lead on the design and delivery of high-risk taxpayer profiles and risk packages to meet the needs of our internal customers across HMRC. In 23-24, COIR delivered over 700,000 cases to facilitate HMRC’s compliance interventions and enable our stakeholders in Customer Compliance to achieve over £4bn in yield.

Insight & Exploitation (I&E) are responsible for enabling optimal compliance outcomes for HMRC through expert data-insight and advancements in risk-targeting. A small, expert team of Data Professionals, I&E are one of seven COIR Business Areas.

Job description

The Analytics Manager will form part of the Senior Leadership Team. In this role, you will be responsible for the delivery of an ambitious Work Programme, serving customers across HMRC.

The Work Programme spans two distinct areas:

Delivery of expert data insight and exploitation to our stakeholders which acts to challenge convention and convey the art of the possible.

Operational deployment of advanced analytical methods to support advancements in risk-targeting and the utilisation of new sources of data and intelligence.

You will lead a team of 14 across 5 locations in a dynamic and challenging environment. Through the line management of 9 Lead Data Analysts, you will set a clear direction and vision for the team to support the delivery of the COIR Business Plan.

You will be responsible for building effective relationships with senior stakeholders within RIS and across the wider Customer Compliance Group community. To achieve this, you will need to inform, influence, persuade and negotiate with a range of stakeholders. An ability to translate complex data and concepts into clear, actionable guidance for stakeholders is key.

It will be critical for you to foster an inclusive culture and possess an empowering leadership style to further develop a high-performing team with a reputation for excellence.

Acknowledging the scarcity of our resource, you will be experienced in establishing methods to accurately track and monitor the performance and quality of the outcomes delivered.

As a member of the Senior Leadership Team, you will work with your peers to support and actively shape the direction of COIR.

The Senior Leadership Team is delivering its 5-year plan to ensure it is focused and structured to effectively deliver future activity. As such, elements of the Analytics Manager role may change.

The ideal candidate will be a strategic thinker with a robust technical background, underpinned by a passion for analytics.

Key Responsibilities:

Line Management of 9 Lead Data Analysts and a Corporate Support Team who are based in five locations across the UK.

Leading on the effective and efficient delivery of the I&E Work Programme and Business Plan. Ensure that the vision and direction set for I&E are aligned with the 5-year plan.

Building and maintaining I&E’s reputation as a high performing team.

Ensuring the team can exploit opportunities presented by advancements in new analytical software and tools.

Collaboration with internal and external stakeholders, including Other Government Departments and other Fiscal Authorities to achieve common goals and deliver strategic outcomes.

Supporting, coaching, and mentoring of Data Professionals to build the capability of our people.

Ensuring that I&E remain in step with fast-developing standards and best practices in the Data Science field.

Playing a key leadership role as a member of the wider Senior Leadership Team.

Essential Criteria:

Your application must demonstrate:

Analysis and Synthesis– Demonstrably expert in the use and application of Data Analysis and/or Data Science to drive Strategic, Tactical and Operational decision making.

Project Management– Demonstrable experience in leading the delivery of tasks and project teams using recognised project management methodologies. You will have significant experience in leading and delivering programmes of work to a broad range of stakeholders, at pace, with an ability to deal with changing priorities and ambiguity.

Communication – Proven communication and customer engagement skills, presenting both conclusions and analytical concepts to technical and non-technical audiences to influence decisions and outcomes.

Desirable Criteria:

To succeed in this role, the following criteria would be an advantage (desirable criteria will only be assessed in the event of a tie):

Membership of one of the Analytical Professions (such as DDaT, GES, GSR or GORS) or Statistical Community (such as GSS, GSG).
