Hybrid Working (1-2 days in the office per week)KEY ACCOUNTABILITIES:

To provide effective support to non-executive Councillors in carrying out their scrutiny role by holding Cabinet, Senior Officers and other public bodies to account and contribute to the Council's policy development.
To take responsibility for all aspects of servicing Scrutiny Panel and Scrutiny Committee meetings.
To provide a full clerking service for the Council's Scrutiny meetings, including drafting reports, publishing agendas on the Council's Committee management system (CMIS), clerking meetings, drafting minutes and ensuring that actions are followed up
Developing and managing the Scrutiny work programmes through liaising with Senior Officers, Cabinet Members, Scrutiny Chairs and Vice Chairs and external partners.
Provide accurate procedural advice to senior officers, members and the public in relation to their respective roles at meetings.
To ensure all statutory and internal deadlines are met relating to the circulation, sign off and publication of reports, agendas and draft minutes.
To attend site visits, ad hoc meetings, informal meetings and pre-agenda meetings to assist panels with review topics.
To identify appropriate witnesses, internal and from the wider community, who are able to contribute to Scrutiny Panels' enquiries in relation to review topics.
To research topics, as appropriate, to assist the Scrutiny Panels with conducting their enquiries and assist members in obtaining the right evidence from the right people in order to reach appropriate conclusions from their investigations.
To manage all aspects of the Scrutiny Review process, including scoping review topics, suggesting appropriate methods of enquiry, identifying witnesses and evidence, developing a work programme and drafting a panel's final report.
To build a strong relationship with the allocated Panel Chair/s and external agencies in order to progress the work programme and review topic assigned to the Scrutiny Panel.
To provide advice to partner organisations about the Scrutiny process and the Council's statutory Scrutiny powers.
To keep up to date with legislative changes, best practice and developments within scrutiny, or the subjects assigned to Scrutiny Panels, and to advise members and officers on any suggested service improvements or revisions as a result of changes.
To provide assistance to members of the public who wish to engage in the Council's Scrutiny process.
To provide advice to Senior Officers and Members on the Council's ethical framework and legislative requirements in relation to registers of interests; and gifts & hospitality.
To assist with the Council's democratic engagement with its residents, in order to promote citizen engagement in the democratic process.
To carry out any other duties, appropriate to the grade of the post, to assist the wider Democratic Services team to achieve its objectives.ESSENTIAL QUALIFICATION(S), EXPERIENCE AND REGISTRATION (e.g. HCPC)

A degree, or experience of working in a similar environment
Experience of taking minutes and writing them up into a concise, well structured and accurate record of proceedings.
Experience of working in a scrutiny environment holding decision makers to account or previous experience of working in policy development for a public or voluntary sector organisation
