The Laboratory Services Coordinator is accountable to the Supervisor, Microbiology Laboratory Services. He/She is responsible for planning, organizing, directing and controlling the Contract Laboratory Services function which covers all testing by contract laboratories on water samples collected for CT, MA and NH public water systems and has an average annual budget of $750,000. Oversees multiyear contracts for laboratory services totaling $3.8 Million. He/She is directly responsible for water quality management and communications with Supply Operations and Utility Operations in the assigned our clients water systems in Connecticut. He/She supports WQ management directing the distribution system remote monitoring program and as the lead in administering the UCMR projects. He/She provides advice and counsel in all matters related to laboratory testing, quality assurance, microbiology, and water chemistry.
PRINCIPAL RESPONSIBILITIES & ACTIVITIES
Plans, organizes, directs and controls the Contract Laboratory Services function for all water distribution systems in CT, MA and NH including: the development of work orders for contract laboratory testing; processing of samples thru sample receiving and shipping to contract laboratories; the testing of water samples collected for CT, MA and NH public water systems and the processing of results received by electronic download from the laboratories. Provides and manages operating budgets to support the contract lab services including the processing of invoices from the respective laboratories. Also manages the Postage Expenses account utilized for delivery of samples to out of state laboratories.
Coordinates with the Supervisor, Microbiology Laboratory and the Supervisor, Water Quality Field Services to provide efficient utilization of laboratory and sample collection staff to ensure samples are shipped to the respective laboratories in the required time frame. He/she has the lead responsibility to ensure all samples designated for contract lab analysis are properly processed in time.
Responsible for managing the performance of the contract laboratories used by our clients for outside laboratory services including that the laboratories are properly certified for the tests requested, that proper methods are utilized including the required quality assurance and that their service delivery results in timely reporting of results. Responsible for preparation and negotiation of contracts with the larger laboratories or for special monitoring programs as needed.
Responsible for processing the daily download from contract laboratories into LIMS, reviewing the data for accuracy and challenging or following up on questionable results. He/She initiates the response to questionable results with either repeat testing or repeat sampling in the required time frame to maintain compliance.
Supports the Microbiology laboratory with tasks assigned by the Supervisor, Microbiology Laboratory Services as deemed necessary such as development of SOPs, maintaining lab supply inventory including ordering consumables, new laboratory equipment investigations and acquisition, and the development of SOPs for the new equipment or test methods.
Assumes responsibility for microbiology laboratory during absence of Supervisor, Microbiology Laboratory Services. Ensures continuity of operations by supervising two laboratory technicians and managing workflow while complying with terms of State of Connecticut Environmental Lab licensure.
Directly manages water quality and compliance issues for the assigned water distribution systems in CT: review analytical data, assess impact on water quality and compliance, communicates issues to the Water Quality Management Team, implements follow-up action with Supply and Utility Operations and submits compliance reports to DPH. Assist in management of the other systems with data review, Operations and DPH communications and reports.
Assist the Water Quality Management Team with water quality management, compliance and customer service issues for all water systems: participate with the review and update of monitoring programs, review of water quality issues and maintenance of compliance with DPH and EPA regulations.
Manages the EPA UCMR program for CT, MA and NH water systems. Primary contact for EPA and CTDPH communications regarding the UCMR program. He/She develops and implements the monitoring schedules, maintains the water systems sample site information in the CDX database and provides data entry for results as needed in to the CDX database.
Participates in weekly water quality review meetings, review of customer complaints, water quality data and resolution of water quality issues.
Participation in the Emergency Response Program as a Water Quality Coordinator, providing 7 day, 24 hour emergency water quality coverage on a scheduled rotation.
Supports the WQ Information Services Coordinator with customer water quality problem resolution as back up for phone coverage, with analysis of special samples from site investigations and by providing input on results from customer site investigations.
Supports Sample Collection by providing preparation of bottles for special sampling events which require contract laboratory services.
Candidate for our client's representative on the CT-AWWA Laboratory Operations Committee.
Project manager for projects as assigned by the Supervisor, Microbiology Laboratory Services.
KNOW HOW: (Education, Experience, Certification required, etc.)
Minimum of BS degree in Chemistry, Biology, Microbiology and/or Environmental Science is required.
Strong preference for MS in Chemistry or Microbiology.
Minimum of 10 years of direct laboratory experience in water quality analyses and regulations.
Must have a working knowledge of water treatment chemistry and related monitoring procedures.
Must have a thorough understanding of quality assurance for laboratories.
Excellent communication and interpersonal skills.
Computer literate, proficient in quality assurance statistical software and LIMS, Excel, Word and SAP programs.

Problem solving skills primarily utilized with daily operation of contract lab services, scheduling of laboratory testing and resolution of water quality, compliance and customer concerns.
Must manage contract laboratories and associated conflicts.
Must respond to a variety of water quality issues and regulatory changes associated with existing and newly acquired water systems.

Full responsibility of Contract Laboratory Services functions of department (avg. $750,000 Contract Lab services and $12,000 in shipping expenses).
Full responsibility of managing the contract laboratories providing services for CT and MA water testing. Shared responsibility for managing NH contract laboratories.
Assumes responsibility for microbiology laboratory in the event of absence of Supervisor, Microbiology Laboratory Services.
Full responsibility for water quality management and compliance in the assigned CT water systems. Shares responsibility for remaining current CT, MA and NH water systems.
Shares responsibility of WQ customer service support and resolution.
