Qualis is seeking a highly qualified Operations Research Analyst with experience in operating, developing, or testing components of the Missile Defense Agency systems to join a dynamic team to conduct operational test and evaluation efforts. The portfolio of programs that could be tested include the Long-Range Discrimination Radar, Space-Based Infrared System, Ballistic Missile Defense System Overhead Persistent Infrared Architecture, Command and Control, Battle Management and Communications, and Upgraded Early Warning radar. Conduct operationally realistic evaluations to identify strengths and limitations of identified tactics and vulnerabilities in the system architecture. Review the analysis results of other unit test analysts to ensure consistency across all test efforts. Involved in identifying indications of system performance, corrective measures that need to be taken, and how to report them through squadron processes. May create, conduct, design and evaluate experimental operational models where insufficient data exists to formulate results with the given information. Knowledge of calculus and statistics (to include Design of Experiments and Combinatorial Testing) is required. Job location is Buckley SFB, CO.
Primary Duties:
Use Matlab or other similar tool to process, analyze and display data analysis results.
Use Scientific Test and Analysis Techniques to build a viable test design with sufficient power to test critical mission systems.
Apply statistical analysis methods to characterize and rate collected test data (e.g., hypotheses testing, t-tests, regression testing, factor analysis, statistical process control).
Build test scope using Critical Operational Issues, Operational Capabilities, and Measures of Effectiveness and Suitability.
Develop test approach with the purpose of performing statistical analysis to evaluate system performance. Test approach may include the inclusion of scenario injection, M&S, or real-world system operations.
Identity data collection activities and verify all required test objectives are complete.
Process and evaluate collected test data using JMP software and assess system performance.
Use statistical analysis methods to characterize data determine data trends (e.g., distribution type, outliers, variability, correlation, etc.).
Write technical reports to accurately describe problems encountered during testing, analysis techniques, and ratings for all measures.
Support the development and coordination of test reporting documents and test report briefings; present the evaluation results to the 17 TS for review; and ensure all documents and briefings comply with AFI and AFSPCI 99-103 direction.
Assist other Test Analysts by reviewing and providing comment to test design and evaluating test requirement to determine desired and required sample size to determine test duration.
Work with other Operations Research Analysts in the unit with establishing uniform analysis methods that will applied across all unit test efforts and document procedures that will be applied organizationally.
Requirements
RELEVANT EXPERIENCE:
Journeyman--5 years of technical experience in DoD or USAF/USSF Operational Test and Evaluation test design, analysis, and test reporting in operational environments. An additional four (4) years of direct relevant technical experience may be substituted for Journeyman education requirements, for a total of nine (9) years of experience.
Craftsman--7 years of technical experience in DoD or USAF/USSF Operational Test and Evaluation test design, analysis, and test reporting in operational environments. An additional five (5) years of direct relevant technical experience may be substituted for Craftsman education requirements, for a total of twelve (12) years of experience.
EDUCATION/CERTIFICATION:
Journeyman--Bachelor’s degree in Statistics, Math or Engineering.
Craftsman--Master’s degree in Statistics, Math or Engineering
ADDITIONAL REQUIREMENTS/CERTIFICATIONS:
Experience with MATLAB, JMP, or other data analysis programs is highly desired
Understanding of Design of Experiments (DoE) fundamentals.
Possess working knowledge of USAF and USSF test and evaluation directives.
Background in Operational Testing (OT) is desired.
Space 200, Space 300, or Missile Defense training courses is desired.
