Job Summary:

·        This is an exciting full-time opportunity for six months, with the possibility to extend to join a dynamic public health team which has an excellent reputation.

·        This role will cover Substance Use Commissioner / Public Health Specialist role within the Public Health team and working as part of the somerset drug and alcohol partnership.  The role will be responsible for:

·        Contract management, performance and budget management

·        Reporting, performance and exit planning against national grants such as the Supplemental Substance Misuse Treatment and Recovery Grant (SSMTRG) and the Rough Sleeping Drug and Alcohol Treatment Grant (RSDATG).

·        Supporting work to inform decision making around recommissioning the Specialist Drug and Alcohol Service.

·        Somerset’s Specialist Drug and Alcohol Service is a high performing and well-respected service, that commissioners have a positive working relationship with. The post holder would be expected to build on this relationship with the provider to ensure delivery against our Somerset Drug and Alcohol Strategy.

Key Duties/Accountabilities:

·        The post of Public Health Specialist will be required to work across each of the three domains of Public Health: health protection, health improvement and health care public health.

·        It will specifically be required to focus on using analysis and interpretation of appropriate data and evidence to undertake evaluations of information, needs assessments, equity audits and inform effective commissioning focusing on improving the health and well-being of the Somerset population.

·        Ensure the effective understanding and operation of specific statutory or regulatory duty contained within this role.

·        Advise Members and Directors in respect of operational planning and commissioning, policy matters and service delivery issues.

·        Engage with partners in the promotion, communication and delivery of services.

·        Commission and/or act as the Councils lead client in relation to public health services.

·        Manage major programmes within area of expertise or where their specialism is dominant.

·        Deliver major projects and resolve complex casework where required by the Director.

·        Determine or support the determination of the strategic direction of the council and partner agencies in relation to specialist public health expertise.

Essential Experience Required:

·        Five years’ experience of a senior commissioning role and of implementing public health programmes, at least some of which should be related to substance use is essential.

·        Experience of undertaking clinical and quality audits is essential.

·        Experience of undertaking project management and delivering projects in a timely and organised manner, in partnership with all stakeholders and reporting against agreed milestones is essential.

Essential Qualification Required:

·        A Master’s degree or to have equivalent level of experience of working at a senior level within project management, community engagement and/or substance misuse sector is essential.

Additional information to note:

·        Working hours: 37 hours per week.

·        The role is Hybrid, though office time is expected as part of the role.
