The Contracts Specialist will be responsible for the management and administration of service-type contracts primarily with the Federal Government. This includes cradle-to-grave contract management on all contract types, including Indefinite Delivery/Indefinite Quantity (IDIQ) contracts. The contract Specialist's task is to ensure consistent management of all contracts. This generally includes execution of the contract management process, as well as the development of specific standards for bidding and submission, contract negotiations, and document management. The contract specialist's role in the contract development process requires close collaboration with various departments, including project/program/portfolio, business development, human resource management, and finance and accounting. In addition, the contract specialist will be responsible for setting up and maintaining projects in Sigma's Deltek Costpoint system, tracking spending and contract deliverables, obtaining approval for any deviations from contract terms such as time outside the approved work schedule, expenses outside the FAR, and making funding requests to the client as necessary. Experience working for a government contractor working on professional services contracts. Must maintain a very high level of accuracy and attention to detail.
WHAT YOU WILL DO:
Interpret and answer questions pertaining to the Federal Acquisition Regulations (FAR)
Execute organizational contract development and management activities and enforce organizational principles of integrity and compliance.
Responsible for entering and maintaining contract information into Sigma's Deltek Costpoint ERP system, including entering customer and vendor information.
Develop standards for contracts, including presentation of budget, payment terms, general language, and provisions.
Perform appropriate technical, administrative, and operational research to support proposal and contract development.
Conduct contract strategy meetings to identify issues and client requirements, facilitate pricing discussions, and obtain senior management input on timelines and deliverables.
Draft contractual provisions based on strategy discussions, senior management input, and organizational needs and expectations.
Assure accuracy and appropriateness of contract text and attachments.
Interface with business partners and clients regarding all aspects of contracts and proposals.
Serve as an organizational contact during contract negotiations.
Engage relevant stakeholders in negotiation decisions involving legal or regulatory requirements, contract standards and cost targets.
Develop and execute negotiation strategies that minimize potential losses and benefit the organization's financial performance.
Maintain deadlines on deliverables and communicate on an ongoing basis with business partners and internal clients about contractual issues.
Review the contractual performance of both parties to ensure compliance with terms and to identify conflicts or changes requiring resolution at contract renewal.
Manage the negotiation, preparation, revision, and maintenance of contracts and contract modifications.
Manage the preparation of contract briefs, summaries, and revisions.
Monitor the renewal/modifications of contracts.
Prepare and maintain detailed and organized contract and proposal files.
Prepare Non-Disclosure Agreements and Teaming Agreements utilizing standard company formats.
Prepare reports and compile data for management.
Support proposal management process.
Track deadlines for contracts and proposals.
Provide outstanding customer service.
WHAT YOU NEED (Minimum Job Requirements):
Minimum ten (10) years of relevant experience in managing and maintaining contracts with the U.S. federal government either as a federal contracting officer/specialist or contractor.
Demonstrated understanding of the Federal Acquisition Regulations (FAR)
Demonstrated experience with various contract funding types such as Cost Reimbursement/Cost Plus, Firm Fixed Price, Time and Material, and Indefinite IDIQ.
Demonstrated experience responding to contract requests for proposal(s), contract award, contract administration, and contract negotiations.
Bachelor's degree in business, finance, or related field. A bachelor's degree may be substituted with an equivalent combination of experience and education.
Demonstrated experience with Deltek Costpoint in setting up and maintaining project parameters and tracking project execution.
Excellent interpersonal skills and strong written and verbal communication skills.
Excellent oral and written communication skills.
Strong time management skills - ability to work on multiple items at once - able to prioritize and meet commitments.
Proficiency in utilizing and interpreting financial models and analyses.
Ability to systematically analyze complex problems, draw relevant conclusions, and implement appropriate solutions.
Strong verbal and written skills, and ability to convey complex information in a way that others can readily follow.
Excellent negotiating and persuasive skills, both in one-on-one and group situations.
Experience in a deadline-driven environment and working in an ever-changing/remote environment with team members in different time zones.
Knowledge of MS Office Suite.

Preferred Qualifications:
Experience in the nuclear industry in support of the federal and/or commercial nuclear industry.
Benefits and Salary:
$65,000 - $100,000 Annually
