This position will manage the full scope of Environmental, Military Munitions Response Program (MMRP) and Hazardous, Toxic, and Radiological Waste (HTRW) remediation projects.  The majority of projects will be located at sites owned or managed by the federal government and Department of Defense.  Tasks will include leading/authoring preparation of work plans and reports, planning, and managing all aspects of project execution. Assist with preparation of bids and proposals, cost estimating, and resource management.
ESSENTIAL DUTIES & RESPONSIBLILITIES
Manage all aspects of environmental investigations (PA, SI, and RI/FS), remedial actions (RA) and remediation projects, coordination and scheduling of all field activities, and Profit/Loss of Projects.
Responsible for leading the preparation and final submission of planning documents (such as, but not limited to - Uniform Federal Policy – Quality Assurance Project Plan (UFP-QAPP), MR-QAPP, Sampling and Analysis Plan, Health and Safety Plan).
Responsible for leading the preparation and submission of final reports for remediation projects (such as, but not limited to - Site Specific Final Report, Remedial Action Completion Report, Remedial Investigation/Feasibility Study Report, Proposed Plan, Record of Decision).
Submission of monthly status reports, updated schedules, and invoices.
Assist procurement personnel in developing technical specifications, reviewing bids and negotiating with subcontractors.
Proposal development including but not limited to reviewing Request for Proposal, developing Technical Approach, Red Team reviews, and pricing/LOE discussions.
Requirements
Bachelor’s or master’s degree in environmental science/engineering, chemistry or related field.
5-7 years of MMRP and Environmental Remediation and related technical experience.
Professional Certification (PG, PE, PMP, PGp or other) is required.
Familiarity with MMRP guidance, including but not limited to, DESR 6055.09, EM 385-1-97, EM 385-1-1, EM-200-15, MR QAPP Toolkit Module 1-RIFS and Module 2-RA.
Should be familiar with CERCLA, RCRA and TSCA regulations along with relevant federal and state regulations for environmental characterization, sampling, waste transportation and disposal activities.
Experience with USACE and/or DoD installation projects.
Experience in the implementation of DGM and AGC on DOD MMRP projects is a plus.
Familiarity in designing MMRP RI/FS with VSP is a plus
ADDITIONAL REQUIREMENTS
U.S. Citizenship is a plus. Must be able to produce personal documentation and should be able to pass any detailed background checks for access to military installations.
Must be able and willing to travel for short-term assignments on project sites.
Must be proficient in Microsoft® Word/Excel/PowerPoint.
Must be able to perform successfully in a team environment with limited supervision.
Must have excellent written and verbal communication skills.
Experience with MS Projects is a plus.
