Job Title: HR Officer

Salary: Band 5 - £14.53 per hour

Location: Belfast

Hours: Full-time

Duration: 6 months

Job Summary / Main Responsibilities:

The postholder will contribute to the delivery of an effective, customer focused, high quality Human Resource Service for staff, and management within the Belfast Health and Social Care Trust.

While the postholder will have allocated responsibilities, he/she will be expected to work in collaboration with colleagues within the section to ensure the delivery of an effective and efficient service. He/she will also work closely with other members of the Human Resources Team, contributing to the development of a range of initiatives and achievement of objectives.

Main Duties/ Responsibilities:

* Manage and coordinate the provision of HR administrative processes in a timely and consistent manner in accordance with Trust policies, procedures, best practice and current employment legislation.

* Provide advice and guidance to managers and staff on a range of policies, terms and conditions and employment legislation.

* Responsible for ensuring all relevant paperwork is complete in respect of each process and to the agreed high standard.

* Ensure the full and effective use of electronic HR systems.

* Support the team to develop their skills, knowledge and use of systems.

* Work collaboratively with the BSO Shared Service Centres and HSC Pensions Branch, establishing and maintaining good communication and partnership working.

* Responsible for the collection and collation of relevant data to enable monitoring,

* analysis and reporting of HR information as required by Directorates, the Trust and external organisations.

* Responsible for the maintenance of both electronic and paper based filing systems. This includes the safe storage, retrieval, retention and disposal in accordance with Trust policies and relevant legislation.

* Work collaboratively with stakeholders including management, staff, trade unions and the general public.

* To undertake projects and surveys as agreed to ensure a high quality HR service.

* Assist in the co-ordination, development, delivery and evaluation of training programmes as required.

Qualifications/Experience:

* Degree or relevant professional qualification at graduate or diploma level and two years’ experience in a Human Resources Role, 1 year of which must be at band 4 level or equivalent.

* OR

* Certificate in Personnel Practice or Certificate in Training Practice or equivalent and 3 years’ experience in a Human Resources Department, 1 year of which must be at band 4 level or equivalent .

* OR

* 4 years experience in a Human Resources Department, 1 year of which must be at band 4 level or equivalent

*Band 4 equates to a salary of £23949 – £26282 per annum

* Demonstrate an ability to develop, implement and maintain systems and processes for the management of data, information and records

* Demonstrate the ability to successfully communicate with a range of key stakeholders

* Demonstrate Experience in the use of Human Resources information systems

* Demonstrate an ability to use initiative to solve problems

* Demonstrate working knowledge of producing and analysing information using Microsoft Excel/ HR information systems.
