The construction engineer will report directly to the site construction manager and assist the different lead engineers in the supervision of all activities in the framework of the construction of the CCGT power plant.
The supervision will cover the EPC activities as well as the interfaces and the activities with the work packages.
will work closely together with the lead engineers and be dedicated to monitoring Contractors works.
Mostly working in the field, the Construction Engineer will verify a control plan based on a risk analysis, comments Contractors Method of statement, Comment Inspection and Tests plan, and then check that the quality of the works fulfils Contract’s requirements.
The Construction Engineer will be mainly active in the field to check that work progress in the field is in line with the Contract schedule and assure that safety of staff and equipment remains the first priority of the  Contractors.
In case of weekend work or work needed to be performed outside normal working hours the Construction Engineer will be the first in line to take this responsibility - therefore flexibility is required on short notice Responsibilities
 
Actively support and apply the Project Health and Safety policy and procedures to achieve Zero Harm 
Assists the site construction manager performing overall Quality control, supervision, planning follow-up, reporting, advising and troubleshooting for activities related to its domain.
Perform daily site Inspection.
Supports the organisation of construction and commissioning activities on the domain by supporting the site construction manager.
Supports site construction manager in performing preventive risk analysis approach and performs main controls to be performed based on the risk analysis and its experience. Supports in verification of the QC documents.
Supports Site construction manager in performing a preventive risk analysis approach on the different technical domains to identify potential construction errors and potential optimizations before construction to ensure a smooth Change Request process if possible
Supports Site construction manager in attaining all relevant input necessary to the elaboration of the Review Sheets, the Technical Queries instructions, the Change Requests, the Non Conformance Requests and to the contract management.
Provides input to the Site construction manager for the Daily, weekly and monthly progress reports for Construction activities.
Takes part in daily coordination meetings with the contractors.
Assists the Site construction manager in monitoring of the Project schedule / Progress on the field by giving precise insights on the piping and mechanical activities advancement.
Supports the coordination with engineers, designers, and coordinating meetings with consultants & contractors.
Supports the Site construction manager in resolution of problems and questions (punch items, NCR resolution, Technical Queries).
Assists in elaborating the Punch List and assists in the transfer of the power plant to the O&M organisation, including Construction completion certificates, taking over related documents.
Assists in establishing measurement and evaluation of physical progress and QAQC progress (ITP records and open punch).
Supervises correct application of codes and technical requirements for site activities.
Inspects jointly with the leads, if required, (incoming) materials, products, and work in progress to conform with project standards and requirements
Together with the HSE manager, CTO, Construction Team and the Site construction manager the ACE will supervise that adequate HSE policies and good practices are implemented on the site. Support during major accident investigations.Knowledge required
Extended experience with different technical disciplines during construction works on site
Minimal 5 years of similar experience
Fluent in English and French, Dutch is a bonus
Experience in an Owner’s team structure for a large infrastructure project
