Job Title: HR Advisor

Salary: £18.43 per hour

Location: Lisburn

Hours: 36.25 hours per week

Duration: 3 months with possible extension

Summary of Responsibilities:

1. Support the HR Manager (EDI) to ensure the successful delivery of any EDI activity assigned in accordance with the NIFRS Equality Scheme, Equality Strategy, relevant legislation and good practice.

2. To take a lead role in implementing Section 75 of the Northern Ireland Act 1998 within the Service and in support of service delivery.

3. To analyse the People & Culture Plan and Annual Business Plans in anticipation of organisational equality screening requirements and to support and guide line managers with respect to equality screening.

4. To provide an advisory service to Directors, managers and employees regarding a range of equality matters including the legislative context, policy development, screening, consultation etc.

5. To take a lead role in delivering allocated projects in relation to the EDI Steering Group work streams.

6. To co-ordinate all statutory reports in relation to the Rural Needs Act (NI) 2016.

7. To ensure continued and effective working relationships with key stakeholders such as heads of Department, Group Commanders (Personnel & Training), Area Business Managers and representative bodies.

8. To conduct appropriate stakeholder consultation on the equality impact of strategies, policies, plans, decisions and courses of action including regular liaison with lead officers, representative bodies and relevant external parties.

9. To ensure timely recording of statutory monitoring and Section 75 profiling data on the Equality Monitoring Database.

10. To produce accurate and timely information for statutory returns including Annual Fair Employment Monitoring Return, Section 75 & DDO Annual Progress Report and the Article 55 Triennial Review.

11. To produce accurate and timely information for the HR Manager EDI for the purposes of general equality, diversity & inclusion reporting to ELT, the Board, DHSSPS and other agencies.

12. To ensure that all EDI Standard Operating Procedures are completed and periodically reviewed.

13. To ensure effective internal and external communication on equality, diversity and inclusion issues including developing relevant literature e.g. summary of Disability Action Plan.

14. To co-ordinate and monitor cases referred to the Reasonable Adjustments Panel and to progress agreed actions and reasonable adjustments.

15. To prepare responses to Freedom of Information and Data Protection requests, Ministerial, Parliamentary or NI Assembly questions; liaising with internal and external stakeholders as required.

16. To keep up to date with the latest developments in equality legislation and HR best practice and to conduct research in support of Section 75 equality screening.

17. To ensure effective working relationships with employees across the HR Directorate and in particular with the HR Business Partners and Employee Resourcing and Services.

18. To provide and develop suitable training for all levels of NIFRS employees on responsibilities for EDI and to regularly review and update training content and materials.

19. In conjunction with the HR Manager EDI, provide advice to Employee Resourcing regarding equality matters within recruitment and selection for example, liaising with applicants with disabilities on potential reasonable adjustments and liaison with relevant managers, identifying appropriate affirmative action measures to ensure the widest attraction for applicants to the NIFRS from the underrepresented groups in the community.

20. To participate in discipline, grievance or dignity at work investigations as and when required.

21. To assist HR Manager EDI with researching relevant external organisations and explore accreditations and awards to promote EDI e.g. Diversity Charter mark.

22. To undertake research and project work as directed by the HR Manager, Equality, Diversity & Inclusion using the principles of good project management.

23. To research, develop and review new and existing HR policies pertaining to equality as required in accordance with HR best practice and the legislative context. 4 | HR Advisor Equality Diversity & Inclusion

24. To represent EDI in NIFRS working groups and participates in multi-agency partnerships such as the Emergency Services Group and assist in the organisation of events.

25. To direct and signpost managers and officers to the appropriate source for issues outside the remit of this post. This includes providing cover for service areas other than that initially assigned.

26. To provide support and resilience to the Resourcing function, assisting in the delivery of recruitment activity as and when required.

Qualifications/Experience:

> Hold a minimum of a Level 5 qualification* or above; and

> Have current membership of the Chartered Institute of Personnel and Development (CIPD); and

> Have at least two years’ experience working in EDI, either as primary duties or as part of a Human Resources role within a large, multi-site, multidisciplinary organisation.

OR

> Have at least four years’ experience working in EDI, either as primary duties or as part of a Human Resources role within a large, multi-site, multidisciplinary organisation; and

> Hold or are working towards current membership of the Chartered Institute of Personnel and Development (CIPD)

> Experience providing professional HR advice on EDI matters to a senior level within the organisation.

> A sound understanding of current employment legislation relating to EDI.

> Can demonstrate:

a) Excellent planning, organisational and prioritising skills;

b) Excellent presentation and facilitation skills;

c) Ability to produce accurate work;

d) Excellent communication skills (both oral and written) and the ability to advise senior management;

e) A strong customer orientation;

f) Excellent IT skills and be able to demonstrate experience in the use of MS Office Suite applications.

> Ability to develop and deliver training sessions effectively.

> Ability to produce reports on Human Resources management information.
